o CBP Officer (Program Manager) Noelle Kadus is a 20-year veteran of CBP having joined the agency in 2004. Officer Kadus began her career at the Port of Chicago where she worked predominantly in passenger processing. CBPO Kadus is a recognized subject matter expert on matters of Title 8 immigration law and enforcement with an emphasis on the secondary processing of travelers with potential admissibility issues, including international students and exchange visitors. CBPO Kadus was promoted to Supervisory CBP Officer at O'Hare International Airport in 2022 where she was assigned to the admissibility secondary unit and oversaw the daily processing of travelers with documentary deficiencies and potential admissibility concerns. CBPO Kadus recently joined the CBP Chicago Field Office as a Program Manager. She is responsible for the legal sufficiency review of admissibility determinations at 28 Ports of Entry across 12 states. Her program portfolio also includes oversight of SEVIS enforcement throughout the Chicago Field Office.
